Florida’s response: Regulators enacted rules shortly after Irma (2017), requiring facilities to maintain safe indoor temperatures for up to 96 hours using backup power. Fines: $1,000 per day.
Research findings: Hundreds of excess nursing home deaths were tied to Irma-related power outages.
